Low Pressure Boiler Operator License 1st Class and 2nd Class:
A Low Pressure Boiler Operator license certificate recognizes the license-holder had demonstrated competency by examination. The certificates is intended for a person responsible for low pressure boilers (Steam MAWP 15-psi or less or HWH/LTHW MAWP 160-psi or less) and their low-pressure auxiliaries in the heating plant or boiler room.
This License Certificate requires Continuing Educational Contact Hours (CEH) of 2-hours per year for an Accredited Institution or 3-hours per year for a non-accredited entity. Exemptions and further qualifications for CEHs can by found at this link: CEHs Requirements and Why.
The fee for the Low Pressure Boiler Operators 1st Class and 2nd Class are listed in the license application, and engineers can apply for a reciprocal license, which is based on holding a license from recognized State, Municipal, Federal, Canadian and Third-Party licensing entities.
Low-Pressure Boiler Operating Engineer 1st Class
A low-pressure boiler operating engineer 1st Class is intended for a supervisory role as a individual "Shift Supervisor" in the low-pressure heating planty. Having overall responsibility as a supervisor for the entire plant including employees and equipment.
The qualifications to sit for the Low-Pressure Boiler Operating Engineer 1st Class exam the individual must have 12-months of experience in a Low-pressure heating plant. A 2nd Class can sit for the Low-Pressure Boiler Operating Engineer 1st Class exam with an accumulated 12-months of experience. Exception: Students that successfully passed an NASOE Accredited School course for 2nd Class can sit for the 1st Class exam in 6-months.
A 1stClass Low-Pressure Boiler Operating Engineer can operated any low-pressure plant regardless of boiler or plant horsepower.
The exam is based on what a Shift Supervisor (1st Class) should be able to do such as comprehensive thinking and more specifically analysis and synthesize the heating plant conditions. Examination is a 50-Question test in a 1-1/2 hour period. The components of the exam is made up of the following:

Low-Pressure Boiler Operating Engineer 2nd Class
The purpose of the low-pressure 2nd Class Engineer's License certificate is to provide an entry level into low pressure boiler operator licensing for candidates with approved educational requirements of less than three-months in a low-pressure boiler plant or stand-alone very-small low-pressure boiler heating plant.
When an individual has 3-months to less than 12-months experience, the individual can sit for the Low-Pressure Boiler Operating Engineer 2nd Class exam. Exceptions: National Association of Stationary Operating Engineers Accredited Schools can offer students with no experience to sit for the Low-Pressure Boiler Operating Engineer 2nd Class exam upon successfully passing the course.
A 2nd Class Low-Pressure Boiler Operating Engineer can operate low-pressure boilers unsupervised for boilers not greater than 1.7MMBtu per hour. However, a 2nd Class can work in a 1st Class Low Pressure heating plant as long as the individual works directly and supervised by a 1st Class Low-Pressure Boiler Operating Engineer.
